Not immediately after applying. Once the required dispatcher onboarding process is complete and Equitable approves the dispatcher account, yes — the dispatcher can use the shipper database from the approved Dispatcher Portal. Shipper outreach must still stay inside the authorized carrier workflow, including the carrier-approved equipment, lanes, service area, and communication rules.
